When I use the /window to create a new window with dual monitors it always
positions the new window in my primary (lefthand) monitor. I have tried to
use the numbers to reposition it but hit a brick wall at the right side of
my primary monitor. I run mIRC in the secondary (righthand) monitor and
want to open the new window as a desktop window that is always on top but in
the secondary monitor. Is this possible?

if your vid card can support dual monitor, see wich screen (1-2) is for your
main pc screen and the other for your seperate monitor. But 1st of all how
many screen ( monitor ) do you have..

In short: use negative values!

In not so short:

Sounds like your seconday monitor is actually configured to be on the
LEFT side, so the coordinates are negative!...

I have also a two monitor-system and had this problem too. (It's a
common mistake to make)

So, configure your 2nd monitor to be on the right side. and you can use
normal coordinates to position your window. (In the right-brick-wall
situation, you'll have to use negative coordinates to postion your
window on the right side.)
